Based on the memorandum of cooperation between the Ministry of Education and Science of Georgia, LEPL Georgian Technical University and JSC Georgian Railway dated December 31, 2014, and the agreement signed on September 4, 2015, the Non-entrepreneurial (Non-commercial) Legal Entity Railway Transport College was established.

According to the contract signed with DB E&C, a subsidiary of German Railways, the German side provided review of the railway-oriented vocational educational programs developed by the college and provided recommendations considering dual teaching method approaches.

The Railway Transport College participated in and won a grant from the Millennium Challenge Account - Georgia (MCA-Georgia) through the "Industry-Led Skills and Workforce Development" (ISWD) grant competition for vocational educational institutions (PICG) with the project "Development of Dual Vocational Education Method in Railway Sector and Improvement of Railway Labor Market."

Within this project, considering the dual or work-based learning methodology, eight main railway-oriented vocational educational programs were developed and implemented:

Along with dual vocational educational programs, the college also implements modular vocational educational programs: "Freight Forwarding Logistics" and "Machine-Minder".

For three vocational educational programs - "Railway Forwarding", "Freight Forwarding Logistics" and "Power Supply of Railway", general education secondary level learning outcomes were integrated.
